Noah Warren is the Business Development Director and Partner for Roots Through Recovery, an outpatient behavioral health organization in Long Beach, California, where he drives strategic growth, community partnerships, and grant development to expand trauma-focused, culturally responsive care across Los Angeles County.

For nearly two decades, he has worked at the nexus of mental health and substance use—designing residential programs for justice-involved youth, securing public and private funding for community-based services, and building workforce pipelines for people experiencing homelessness and unemployment throughout the state.

Noah previously served as a nonprofit consultant, guiding agencies from the Bay Area to San Diego through program design, evaluation, and accreditation, and as Residential Director at Pacific Lodge Youth Services, where he oversaw a 51-bed RCL12 campus for youth with co-occurring disorders.

His career centers on dismantling structural barriers—from health to housing—that shape the well-being of communities, insights he brings to his role at Roots.
